CHINESE ECONOMIC NEWS-- the "Guiding Opinions on Promoting the Sound and Rapid Development of Cross-border E-Commerce" issued by the General Office of the State Council in June 2015, in which it states that in recent years, the rapid development of cross-border e-commerce in China has formed a certain industry cluster and transaction scale. Supporting the development of cross-border e-commerce is conducive to realizing superior input and output by the mode of "Internet + foreign trade", to playing the advantages of China's manufacturing power, to expanding overseas marketing channels, to increasing employment, to promoting public entrepreneurship and innovation, so as to create new economic growth Point; it is also conducive to speeding up the implementation of national strategies like the "Belt and Road" , so as to promote and upgrade the development of open economy.
China's cross-border e-commerce transaction in 2015 reaches 5.4 trillion RMB, a year-on-year increase of 28.6%, among which the export cross-border transactions was 4.49 trillion RMB, import cross-border transactions was 907.2 billion RMB. Among the proportion of cross-border e-commerce regarding import and export, exports e-commerce accounted for 83.2%, while imports e-commerce accounted for 16.8%;
2016 China's cross-border e-commerce transactions rose to 6.3 trillion RMB, a year-on-year increase of 23.5%;
2017 is expected to be 7.5 trillion RMB;
2018 is expected to be 8.8 trillionRMB;2020 is expected to reach 12 trillion RMB, accounting for about 37.6% of China's total imports and exports amount.
The rapid development of cross-border e-commerce and trade in China is not only the reality reflection of acceleration of global cross-border trade in the background of formation of globalization and deepening of international labor division, but also the consequence of constant and deepening development of internet revolution boosted by modern electronic technology. With the increasing importance of China's position in the globalization system, cross-border e-commerce not only creates more and more opportunities either for small and medium-size enterprises (SMEs) or individual entrepreneurship, but also offers a broad channel for China’s enterprises to “go global” and to make Chinese products international.
In recent years, the export-oriented characteristic calls into high relief in cross-border e-commerce structure. This is consistent with the status of China's manufacturing power and our relatively strict import regulation and its exchange rate policy. In line with the changes of the status of China's international trade, on the one hand, we need to properly liberalize the import scale in general trade, on the other hand, it is still significant to continually increase the export of cross-border e-commerce, including retail and B2B. From the perspective of the fact that most of products, among the large categories of products, are produced by SMEs, as a result, it is extremely important to create basic system or various platforms supporting cross-border e-commerce for the majority of production enterprises.
Fortunately, China's large cross-border e-commerce platform is and will play an important role for promotion. AliExpress, the largest cross-border export platform, whose global buyers have accumulated to more than 100 million. E-commerce platforms like JD's global business, SUNING's China-ASEAN cross-border e-commerce platform, each of them has its own advantages, speaking of which, it is inevitable to mention “Porter City” project, a large commercial complex, operated by Porter group in different parts of China. The purpose of this project is, at the early stage, mainly providing a variety of types of services based on informatization for SMEs terminal products producers, so as to shorten the distance between production and consumption, and to maximize the promotion of the development of entity enterprises through a set of free service arrangements. With the continuous improvement of the project, the characteristics of cross-border trade of “Porter City” project are ultimately revealed. It gives expression to the following two aspects:
1.“Porter City” establishes international pavilion according to country and region, so as to directly attract foreign enterprises and goods with special characteristics to trade within the pavilion, and these transactions is cross-border business ;2.“Port City” project is, in accordance with the idea of the “Belt and Road”, to proceed transnational distribution based on different directions of different trade countries, such as the establishment of European Porter City in the Plovdiv city of Bulgaria, which connects trade between China and Europe. Upon the completion of European Porter City, the cross-border trade will become its dominant part.
Viewed from the development of cross-border e-commerce which is ultra-traditional trade, the aforesaid leading companies are laying solid foundation for basic system to support enterprises or individuals to conduct cross-border e-commerce, so as to achieve convenience of online transaction for e-commerce as well as to support offline service. With such supporting system and the rapid development of cross-border e-commerce in China, the reliable and practical guarantee mechanism would be certain whether it is to continually ensure sustainable export of Chinese goods, or appropriately expand import of foreign goods, or to improve domestic consumption structure.
